Yes, registrars are to be allowed to transfer domain names between registrants. In order to do this, the gaining registrant must have an approved Aviation Community Membership ID with the associated registrant class for the transferred domain name, which must be the same as the registrant class, associated with the Membership ID of the losing registrant. Please note that the following steps would need to be performed with the transfer:

No. The pending create feature is not available for reserved names in the .aero registry. You can request a reserved .aero domain name, request Membership ID or modify your existing Membership ID directly through the .aero web site here: http://www.information.aero/registration/manage_your_aero_id
